This is actually quite old, and accusing someone with ineptitude to choose their leaders only to come up with that dire Scotsman seems a bit inappropriate; but it is still funny with its shamelessly patronising tone.
Don’t agree with the beer argument (microbreweries can turn out decent product nowadays), but he’s spot on with regard to language.
